MEDIUM An athletics checking account holding over $20,000 is signed by school staff outside the treasurer, and the superintendent says family members are among the signers
The superintendent told the board at 0:20:53 that an athletics checking account, used to pay game officials, has had the athletic director, the Stevens principal and the Stevens assistant principals as signatories and carried “over $20,000 at the beginning of the year.” Each principal also has a separate “principals account” (0:20:30). He linked the athletics account to a policy line “about members of the same immediate family,” adding “that is the case right now” (0:21:21). The coaching handbook under review routes trip costs and fundraising through student activity accounts (0:16:30, 0:17:07). By statute the district treasurer has “custody of all moneys belonging to the district” and pays them out only on orders of the board or of members it empowers. Whether the money in these accounts belongs to the district is the question the corrective action will have to settle; money used to pay game officials for district teams is hard to classify otherwise. Related signers on one account weaken the separation of duties a second signature is meant to provide. Mitigation: the superintendent raised it himself, said student activity funds as such are acceptable, tied the fix to an FY22 audit corrective action, and said he is already changing the family-signer situation.

MEDIUM The draft minutes record a 5–2 decision on hats with no motion, mover or seconder, and omit who produced them
Under the dress-code item the draft minutes read “5-2 believe hats should be allowed”, with no motion, mover, seconder or names. On September 16 a board member asked that the minutes be corrected to say “the board voted 5 to 2 to allow hats” (see the September 16 page). RSA 91-A:2, II requires minutes to record “the names of the members who made or seconded each motion,” and, for meetings from August 22, 2025, “the start time and end time of the meeting, and name of the person who produced the minutes.” The draft gives the end time (10:23 p.m.) but only the scheduled 6:30 p.m. start, and names the clerk in its header without stating who produced it; the nonpublic minutes do state it (“recorded by: Noelle Kronberg”). This part of the meeting was not transcribed, so the page cannot say whether a motion was made. Mitigation: the draft was in the Meeting Minutes share on September 9, within five business days, and is subject to correction on approval.

MEDIUM The nonpublic minutes record a decision on tuition agreements without each member’s vote, and nothing recorded fits the second exemption cited
The agenda and draft minutes give the grounds as RSA 91-A:3, II(c) and (k). The nonpublic minutes describe only “Discussion of tuition agreements and anchor school identification”, which fits II(k), a school board’s consideration of a pupil tuition contract. Nothing recorded fits II(c), matters likely to affect adversely the reputation of a person other than a board member. The minutes also record a decision: “the Board authorized the Superintendent to review and negotiate all tuition agreements.” RSA 91-A:3, III requires nonpublic minutes to “record all actions in such a manner that the vote of each member is ascertained and recorded”; these give no vote, and the public draft minutes do not mention the decision. In the text version of the nonpublic minutes read for this page, the statutory-reason field reproduces the full list of exemptions from II(a) to II(l) and the roll-call table shows no marks; the form’s check boxes may not have survived conversion, so the PDF should be checked. Mitigation: the public minutes record the mover, seconder and a roll call to enter, and the nonpublic minutes were filed unsealed in the public share. Any tuition contract that follows must be approved in public after the contract and these minutes are made public, under II(k).

OBSERVATION Most of a four-hour meeting, including a $146,342 no-bid bus purchase, has no public recording
The agenda states the meeting is broadcast on CCTV Channel 8, but the Cablecast gallery holds only two excerpts for this date: this 22-minute show and the untranscribed 50-minute show 17574. The meeting ran from 6:30 p.m. to 10:23 p.m. by the minutes. The board’s vote to waive “a sealed bid process” for a $146,342 bus, its 5–2 hat decision, three policy adoptions, the treasurer’s and finance reports, and the motion to enter nonpublic session can be checked only against the draft minutes. No statute verified for this page requires a public body to record or broadcast its meetings; RSA 91-A:2, II requires minutes, which exist. The absence matters because the draft minutes are the only account of those decisions.

Members arrived with written notes: Lavalette’s itemized list covers both handbooks (0:00:44–0:09:08, 0:13:31–0:19:31); Whitney raised captain selection, coach evaluation and the athletic director’s reporting line (0:10:28, 0:12:37); Rapp checked a claimed NHIAA requirement (0:09:22). The players’ handbook in the packet lists no unified sport, which Howard called “very disrespectful alone” before withdrawing his own motion (0:06:22). The coaching handbook was voted down by all present (0:22:20), and both go back to the athletic director with the members’ comments. Several points concern consistency with board policy, such as bullying (JICK), concussion (JLCJ) and board approval of overnight trips.

POSITIVE The superintendent disclosed a financial-control problem as soon as he learned of it
No one asked about the athletics account. The superintendent raised it “because I know about it now, even though I don't know everything about it now” (0:19:59), and said “I do feel like I should disclose things to you as I learn about them when when they're clearly a little problematic” (0:21:44). He set out a measured plan: rules for student activity funds, principals’ accounts phased out, the family-signer situation changed now. Early disclosure lets the board and public follow the corrective action; see flag 1.
