Flags are a reviewer's aid generated by comparing the meetings against the law in force on May 15, 2019 (and, for the annual-meeting defect, in February and March 2019), cited as it then read. They are not findings of violation, and nothing here is legal advice. Where no verified rule applies, the flag says so and is recorded as an observation. Six flags follow, ordered by severity.
MEDIUM The 2019 budget and default budget were not posted as the Municipal Budget Law required, so the deliberative session and the March 12 vote were defective
The board chair told the district meeting that on April 9, 2019 the district received a notice from the Department of Revenue Administration that "the default budget form miss 26, budget, form and warrant were not posted in accordance with the with RSA 32 colon five", and that "the February 6th, 2019 and the March 12th, 2019 meetings were procedurally defective and invalid" (0:02:45). The ratification motion itself states "the posting requirements were not met" (0:02:02). RSA 32:5, VII, in the codification in force for the 2019 annual meeting, required the governing body to "post certified copies of the budget with the warrant", and in official ballot districts under RSA 40:13 to "post certified copies of the default budget form or any amended default budget form with the proposed operating budget and the warrant". The district thus conceded on the record the lapse of a binding posting rule affecting its whole budget cycle. The grade is MEDIUM rather than HIGH because the district used the statutory cure (flag 2) and because the DRA notice itself was not located, so the exact defect is known only as the chair described it (his miss 26 is unexplained).

OBSERVATION The curing meeting met the 21-day rule; its hearing, notice and required majority cannot be checked from the record
An official ballot district may call a single-session special meeting "for the exclusive purpose of curing such defect according to RSA 31:5-b" (RSA 40:16). Section 31:5-b, II, as it read in 2019, requires that the meeting be at least 21 calendar days after the original vote; that the governing body hold a public hearing at least 7 calendar days before it, at which the reasons are explained; that all statutory notice requirements for special meetings be met; and that the majority needed to cure be "the same as the majority as required for passage of the original article". The meeting was 64 days after March 12, so the first condition is met. The recording does not mention a hearing or the warrant's posting, and no notice, warrant or hearing minutes are online. The single motion ratified "the results" of the whole annual meeting (0:02:02) and carried on a voice vote with no count and no speakers for or against (0:03:36, 0:03:52); whether any ratified article had needed more than a simple majority (a bond or a special majority article) cannot be told. The moderator is not named, and the number of voters present is not stated. The motion ratified the March 12 results; the chair said the February 6 deliberative session was also defective, and how the cure reached the deliberative session's amendments is not explained on the recording.

OBSERVATION No warrant, agenda or minutes for either meeting are online
MAP.md section 102 records that neither district Drive share holds anything older than 2022 (checked 9/26/26). That is a limit of what the district posts online, not by itself evidence that records were never made, so the project's missing-records rule is applied on its online-availability limb. Two different records are in question. For the district meeting, RSA 197:20 required the district clerk to "keep a true record of all the doings of each meeting", and the chair named the district clerk for this portion (0:00:11). For the board meeting, RSA 91-A:2, II required minutes open to inspection within five business days. Neither record, the warrant for the special meeting, the notice of the 31:5-b hearing, nor the DRA letter was located online, and no approval of the board minutes is on any recording in the project's map. The board roll as transcribed omits Petrin, who was present (0:05:27).

OBSERVATION The chair said the board could let the superintendent hire over the summer "without our approval"; the statute says school boards elect teachers
Discussing summer meetings, the chair said: "We can actually, give the superintendent the right to hire without without our approval." (1:09:36). RSA 189:39, unamended since 1971, provides that "Superintendents shall nominate and school boards elect all teachers employed in the schools". No provision letting a board delegate the election of teachers was verified for this page. The same meeting shows the statute being followed: two teachers were nominated by the acting superintendent and elected by the board (flag 6). The Claremont board's practice later that summer, when a large batch of nominations was brought to the board on August 21, 2019, suggests summer hires were brought back for a vote, but that is outside this recording. Recorded as an observation because only a statement, not a delegation, is on the tape.

POSITIVE The district told its voters plainly what went wrong, who found it, and put the cure to a public vote
Rather than treating the DRA notice as a paperwork matter, the district convened its voters, stated the defect in the motion itself ("Even though the posting requirements were not met", 0:02:02), had the board chair read the substance of the DRA notice, including that it invalidated both the deliberative session and the March vote, and credited the discovery to "a concerned citizen" (0:02:45, 0:03:16). The moderator read the rules of debate aloud and called for speakers on both sides (0:00:53, 0:03:36). The curing route used is the one RSA 40:16 and RSA 31:5-b provide.

POSITIVE Two teachers were nominated by the superintendent and elected by the board in open session, by name and position
The acting superintendent named each nominee, subject and school, and whom each replaced (1:06:12); a member moved them, another seconded, and the board voted (1:07:07, 1:07:16, 1:07:27). That is the procedure RSA 189:39 prescribes. The acting superintendent also declined to read departing teachers' names aloud so they could tell their students and colleagues first (1:08:18), while circulating the list to the board.
